ADM Balkan

At ADM Balkan, we assist employers in Europe with the complete legal process of hiring third-country nationals (citizens from outside the European Union). This process involves a series of administrative and legal steps designed to ensure full compliance with EU employment regulations.

Our role is to simplify the procedure, guide both employer and candidate, and ensure that all required permits and documents are correctly prepared and submitted.

How the Process Works

Work Permit Application

A work permit is the primary legal document that allows a foreign national to be employed in Europe. The employer initiates the process by submitting an official application and providing proof that no suitable candidates are available within the local labor market.

Employer Submission & Justification

The employer must submit supporting documentation, including job requirements and justification for hiring a foreign worker instead of a local candidate, in accordance with Europian labor regulations.

Candidate Documentation

The foreign candidate is required to provide educational certificates, professional qualifications, and other relevant documents that confirm suitability for the position offered.

Fees, Evaluation & Interviews

Depending on the case, administrative fees may apply, and candidates may be required to participate in evaluations or interviews as part of the assessment process.

Work Permit Issuance

Once all requirements are successfully completed, the competent authorities issue the work permit, allowing the candidate to legally begin employment in Europe.

Legal Requirements & Eligibility

To qualify for employment, the candidate must generally hold at least secondary education or a relevant professional qualification that matches the job requirements.

However, exceptions may apply in specific cases, including:

  • Employment under international agreements
  • Senior management positions
  • Intra-corporate transfers of specialists
  • Seconded employees or technical specialists involved in installation or implementation of specialized technologies

Compliance & Purpose of Regulation

The work permit process in Europe is strictly regulated to protect the local labor market while also enabling employers to legally hire qualified foreign professionals.

At ADM Balkan, we ensure that every step is handled in full compliance with national and European legislation, making the hiring process secure, transparent, and efficient for both employers and international candidates.
